With the wide range of applications of the information technology, the Internet technology and the communication technology, the global economic integration is being accelerating at the macro, while the mode of business operation is being changed at the micro. In this context, Electronic Commerce began to sprout and is rowing at a fastest rate. On the one hand, the E-commerce has a clear advantage on reducing costs, improving efficiency and expanding the business area as a new form; on the other hand, in the process of rapid expansion and development of E-commerce, the lack of rules system, which results to the participants’ moral anomie of the E-commerce as well as some criminal acts has been increasingly highlighted apparently.This paper, which makes China’s B2C e-commerce as the object, studies the phenomenon of moral anomie from the perspective of ethical issues. A variety of methods of analysis such as case study and chart analysis are used in the article to analyze the phenomenon of moral anomie. When explaining the current situation of China’s B2C e-commerce ethical status, the participants in the activities of E-commerce are seemed as the key passage, whose ethical problems are discussed respectively. And those problems are analyzed and evaluated through combining the western ethics with the China’s traditional ethics. On this basis, the causes of China’s B2C e-commerce ethical issues are dissected from the moral subjects and the social environmental factors as well as the particularity of E-commerce itself. Before the targeted and workable policy proposals are given, five ethical principles such as good faith, fair and equitable, safe and efficient, people-oriented and self-restraint are put forward to build a framework of China’s B2C E-commerce ethics.Our ultimate goal is pursuing an e-commerce ecosystem with standardized management, orderly competition, legal system and virtuous cycle. We should cognize the nature of E-commerce and the environment that a system needs in systematic and holistic way of thinking.
