Abstract:With the deeper development of China’s economic reform, as a state-owned monopoly enterprise, China Tobacco Corporation is facing increasingly heavier pressure for reform. According to the general requirements of employment and distribution system reform put forward by National Bureau, which are "systematic management, scientific positioning, specific obligation, strict assessment, and implementary remuneration", this article introduces the performance management mode of "Lining, Blocking, and Classifying" which is relatively advanced at present, and aims to trigger the competitive awareness of staff in tobacco industry, improve business management, and activate internal activity by the system which is clear in order, specific in responsibility, and scientific in assessment.This article studies the theoretical and practical effect of "Lining, Blocking, and classifying" performance management system home and abroad and mainly introduces and analyzes the present performance management system in A Tobacco Corporation. By finding out the problems in the present performance management, it aims to scheme out a "Lining, Blocking, and Classifying" performance management system which is suitable for the present business model of A Tobacco Corporation. This scheme is worked out in five aspects, which are design principle, distribution method for performance pay, assessment method of "Lining, Blocking, and Classifying", dynamic management of assessment indicator, assessment organization and post setting. It also formulates the forms and methods of implement process, performance interview, application of performance result as well as performance appeal, forming a relatively systematic and integrated performance management system.
