Feasible Investigation On Pension Insurance Transition Cost

The gap of the pension is becoming a worldwide problem with the tendency of world population aging, not excepting China. The current system of basic pension insurance of China is operating according to the decision made by the state council of the People’s Republic of China on establishing uniform and fundamental system of pension insurance of worker of enterprises in1997, however, the system of partial fund with the characteristic of combination of social pooling and individual account is not deserve the name, the revenue of the pension can not meet the expenditure of it and the gap of it is getting bigger because of the system design and the practical operation, etc. In order to do away with these deficiencies, the state council of the people’s republic of China has come on the experimental scheme on perfecting the social insurance system of the rural and urban areas at the end of2000, the characteristics of which are as follows:transforming the system from the combination of social pooling and individual account and putting individual account into effect.This text firstly analyzes the status quo of the pension gap and the thing that finance fills up the gap of pension insurance capital, then it analyzes the causes of the pension gap and forecasts the pension gap in near future, finally, this text analyzes the fiscal liability in filling up the pension gap of China. In order to make the fiscal expenditure of pension gap sustainable, the state should take some suitable macroeconomic policies to realize the expected aims. This text proposes the countermeasures and suggestions boosting the ability of fiscal expenditure of pension gap on the basis of the above-mentioned chapters.
