Abstract:The natural disasters occurred frequently around the world in recent years and have caused great losses to many countries, China is one of them. It is necessary to attach importance to the study of decision making and rescue of disaster. How to collect real-time information of disaster rescue comprehensive, coordinate multiple departments’work, start rescue operations in use of existing resources orderly and efficiently, and improve disaster response capacity have become an important development faced in China’s major natural disaster emergency rescue. Emergency Rescue often involves rescue co-ordination of multi-department and multi-expert. while each department or expert represents for different regions and different interests of parties, the conflict between them is widespread and it is difficult to reach an agreement effectively. Therefore, in order to meet the needs of decision-making in this case, it is necessary to build specialized information integration and communication platform.In this paper, based on the existing research on large group decision making method and decision support system, we propose large group decision-making method based on conflict minimization of decision-making members in a single round of decision. On the basis of that, we design and implement a group decision support system with the form of multi-department cooperation in disaster emergency rescue. Finally, the system is applied to the Chenzhou flood rescue simulation. It provides the theory and application support for major natural disaster emergency rescue decision-making and deployment.The main work of this paper is as follows:1) Through the literature analysis of conflict coordination in group decision making, and multi-agent collaboration in group decision support systems, the theoretical development is described and the logic relationship have been deeper thought and summarized, which provides clear theoretical support for subsequent studies. 2) Based on the basis of related research, in view of single round decision process and decision-making preferences with interval situation, the scientific empower of attribute weights and decision makers’weights is used to gather members’preference, so that the final conflict level between decision members is minimized. Respectively, using the maximum entropy theory and deviation degree theory, and combined with objective and subjective opinions of decision-makers, weights are empowered to ensure rationality and optimization. This decision model provides a basis for group decision making system.3) A Multi-Agent group decision support system of multi-sector collaboration is constructed based on B/S mode. The operation process of the system and the dependency relationship between agents is described and analyzed. On the basis of that, the architecture of decision support system and main function are designed.4) Finally, with the background of Chenzhou flood disaster in2007, the decision and rescue steps of group decision support system with multi-agent and multi-sector is simulated under this case, which provides assistance and reference to decision making and disaster emergency rescue work with multi-agent and multi-sector situation in the future.
