As the increasingly tightening of state macro-control in the real estate industry, how to surviveand develop, how to enhance the their profitability and risk-resisting ability has become a hot issue forthe academic field and real estate industry. For the real estate industry, tax is a heavy burden, whichinvolves many sectors, and the tax policy is also complicated. Therefore, we need to reduce the tax burdenof the real estate reasonably and legally by tax planning, in other words, we need to pre-arrange theoperating activities to reduce operating costs, increase profits, and enhance market competitiveness. Undersuch environment, it is very important to explore whether exists tax planning space that the enterprise cantake advantage of behind the tax policy. At present, domestic and foreign scholars have done a lot ofresearches and practices on tax planning, while based on the new corporate income tax law and accountingstandards, they still lack of a complete theoretical system, which confined to the collection of sporadiccases or analysis for certain taxes.The real estate development enterprises mentioned in this thesis mainly refer to those in small andmedium cities. This thesis discusses the problem from two aspects: theoretical analysis and practical casestudy. In theory, first of all, the author introduces from the basic concept of tax planning, compares thedifferences between tax planning, tax evasion and tax avoidance, the principles and methods inimplementation of tax planning, and the relationship between accounting process and tax planning.Secondly, the author further describes the reason arising during tax planning and the measures can be taken.Finally, the author introduces the operating characteristics of real estate development enterprises, from business operation model and value chain analysis to the operation processes of real estate developmententerprise, namely, the preparation stage, process of the project development, sales trading, maintaining,taking a tax-related analysis. In practical research, the author chooses some small and medium sized realestate enterprises to do comparative analysis from the preparation stage of financing, housing developmentand sales approach to the project until the final stages. Tax planning is an important part of financialdecision, by further discussion in this thesis, the author tries to support a basic idea for the small andmedium real estate development enterprise so that they can have the conception of tax planning from theirboard directors and general financial staffs.The key point of planning of the real estate enterprise is not limited to tax collection, also for theheavy tax burdens areas. For planning refers to prior arrangement in financing, operation, investment, profitallocation and each process, so it covers all the process of real estate development. This thesis will analyzethe tax bearing before and after tax planning to obviously reflect the profit produces and achieve the goal offinancial management.
