It promotes more streamlined business processes, institutions tend to flatter, manage and monitor more closely, the tax services tend to more convenient, system maintenance tends to more convenient, data mining is more in-depth, comprehensive mines the data value, further improve tax management level.Since2011, the Ministry of industry and information technology has developed the "The national e-government "Twelfth Five Year Plan"" and "Cloud computing e-government platform based on the top-level design guide", encourage the exploration of e-government cloud computing design and architecture of the platform, a profound understanding of cloud computing mode in e-government development, make full use of the hardware and software the existing facilities, the construction of E-government public platform update, reduce operation and maintenance costs, improve the level of e-government services. As the leading project of national e-government plan, The Golden Taxation Project (third phase)must face an important proposition in the construction periods. How to use cloud calculating technology to achieve the effective architecture technology completing the data centralized processing center, in order to make full use of existing information resources, saving the construction cost, provides strong support in data processing of tax collection.After understanding clearly research target, This paper actively collects and profits from the domestic and foreign research results and practical experiences, understands profoundly the concept of the Information Tax Management, data center and the Golden Taxation Project (third phase).Introduces the theoretical framework of cloud computing, the current mainstream cloud computing solutions and then combined with the successful cases of domestic and foreign commercial plan and the actual research results on the comparative analysis to the above scheme. After comparing I think VMware cloud computing solutions with basic level virtualization, resource pooling, automatic expansion should be most suitable for building the three phase of centralized data processing data cloud center. According to the basic function requirements of the collection data application concentration, we design the tax data centralized processing VMware cloud center following four layer as virtual infrastructure services layer, cloud management platform layer, software defined center service layer and the application layer. the VMware cloud center is a software defined, automation management data processing center. It can Significantly improve efficiency, agility, expansibility. Finally, combined with the high expansion and broad prospects of the broad development of cloud computing, the achievement is summarized. we look ahead the prospect of future improvement and put forward the main direction for future work.The main contribution of this paper is to explore actively to build data centralized processing center based on the VMware cloud. Thus, this paper offers a new reference model in construction of the Golden Taxation Project (third phase) data centralized architecture processing center. gives full play to the advantages of cloud computing with high reliability, generality, expansibility and so on, so as to effectively and economically to complete the tax collection and centralized data processing center in data storage, processing and management. Make full use of the tax authorities at all levels of existing information resources, reduce waste resources, saving construction cost, avoid the "information island".
