The concept "Sustainable development" caused concern to the people of the worldin the "Earth Summit" in1972, so that environmental regulation has formally enteredinto the field of people’s view. However, in the past thirty years, the process to pursuerapid development due to environmental pollution led to the tragedy scene repeated itself,which making environmental issues was mentioned by people time and again.With China’s emphasis on environmental issues and manufacturing irreplaceableposition, on the basis of constantly paying attention to output-oriented and value-added,it has been a controversial issue by academia that whether we should take appropriateenvironmental policy interventions to the industry who is multi-emissions and moreeasily pollute. Prior to clear the problem, it seems particularly important to grasp thecurrent pollution state of the manufacturing. Specific to both the situation of the majorcategories of manufacturing industry in the sewage and the current environmentalregulation intensity in what kind of position are the problems we should grasp. Only getit and even to the extent of achieving quantitative to specific indicators, and then considerwhether the government should intervene and how to intervene is meaningful, otherwiseblindly feeling the stones, only less effective, but not produce the desired effect.In order to fully understand the development of China’s manufacturing industry, onthe basis of the definition of Chinese manufacturing, drawing on international trade netexport index method and introducing manufacturing international competitiveness index.On the basis of an econometric model based on the strength of the relationship betweenenvironmental regulation intensity and international competitiveness of manufacturingtest were analyzed, trying to find the optimal point of industry environmental regulationintensity from the perspective of promoting manufacturing international competitivenessinflection, which is not only a breakthrough to previous research but also a strongtheoretical basis for making decisions.The research shows: To the manufacturing, the higher the degree of contamination,the stronger environmental regulation intensity they have. If manufacturing could bedivided into three categories according to the degree of environmental pollution: mildpolluting industries, medium and heavy polluting industries, you can find that in mild and medium polluting industries, the environmental regulation intensity and internationalcompetitiveness shows the inverted U-shaped relationship, and are currently in a risinginterval, in heavy polluting industry, environmental regulation intensity and internationalcompetitiveness is positive U-shaped relationship, and in the decline stage. Frominternational competitive point of view, the more clean industry more internationallycompetitive, and most heavy polluting industries do not have the internationalcompetitiveness. From the perspective of factor endowments, the industries presentdifferent pictures, for the mild polluting industry, the more investment in human capitaland less investment in physical capital, the stronger international competitiveness it hasand for the medium and heavy polluting industry sectors, the less investment in humancapital and physical capital, the stronger international competitiveness they have.Finally, make relevant policy recommendations based on research findings topromote the development of China’s manufacturing, and to make specific policyrecommendations for the different characteristics of different industries, with someguiding significance and feasibility.
