Entrepreneurs gave strong impetus to push innovation development andemployment. Entrepreneurship has been seen as a driver for regional economicdevelopment and engine for improving innovative capacity for a long time. Moreunderstand of entrepreneurial activity and venture firm’s characteristics hasgreat significance for the study of entrepreneurial and make relevant policies.The effect of enterprises’ self-selection based on location is one of the basictheory when “NEW” New Economic Geography try to explain the microscopicmechanism of productivity differences on agglomeration economy. This theoreticalframework based on the difference between perspective of cost and efficiencydeduced a spatial distribution of "high cost company-marginal low costcompany-core " and "cost mixed".This article began from "New" New EconomicGeography using business’s productivity to describe enterprise’s efficiency andcapacity of production to analysis internal factors and external factors toinfluence business’s productivity, such as human capital initial material investmentsalary levels raw material inputs and level of development of region financial levelgovernment investment on education and social security new products and per capitaconsumption expenditure. This article proposed a theoretical assumptions and used3,762samples to describe start–up enterprises’ characteristics and build a model totest theoretical assumption.The empirical results show that entrepreneurial human capital, corporateinvestment in initial matter, the ease of access to finance, consumer spending percapita labor productivity of business enterprises have a significant positiveeffect;salary levels, raw material inputs, the level of economic development in theregion, the government in education expenditure on government expenditure on socialsecurity and employment, the number of new products for business productivity has anegative incentive. Venture existence of the "new" new economic geography deduced"high-cost enterprise-marginal, low-cost business-the core area,""high-performance businesses-the core area, inefficient enterprises-Fringe"distribution. Based on the above theoretical analysis and empirical results, we propose a threedifficulties faced by start-ups, and from fiscal support measures, two aspects of theexternal environment improvement measures put forward policy recommendations.On this basis, the proposed system to build regional business environment in order topromote the prosperity of entrepreneurial activities.
