| Guangxi is in the process of socialist modernization, it needs to use a lot of capitals. Especially Guangxi has just crossed the primary stage of industrialization, going into the semi-industrial stage; it needs to use a variety of social resources. For Guangxi, improving the comprehensive advantage of utilizing foreign capital to promote economic development is becoming the choice of the times.In this paper, takes the comprehensive advantage of utilizing foreign capital as a starting point, the author learns the theory and discourse of experts and scholars at home and abroad, so as to make a definition of the comprehensive advantages of utilizing foreign capital. The sources of the comprehensive advantage of utilizing foreign capital of Guangxi are the location, resources, labor costs, and policy, also including the advantages of openness, human capital, information level, industrial structure and infrastructure facilities. Subsequently, the characteristics of the utilizing foreign capital in Guangxi were analyzed to clarify the situation and some problems, such as the need to broaden the sources of foreign investment in the field is too concentrated, uneven geographical distribution, funds rate fluctuations. Then, the paper carries out a detailed analysis of foreign capital in Guangxi to clear that all components of the comprehensive advantage of utilizing foreign capital effect on the ability to attract investment in Guangxi.After that, the paper presents a theoretical model and use measurement methods empirical to test it. Test results show that the model has a high degree of fit, passing the co-integration test, and there is no spurious regression problem. This proves the constituent elements’Index changes are more significant impact on the change in the amount of foreign capital actually utilized in Guangxi. Finally, countermeasures are given to enhance the comprehensive advantage of utilizing foreign capital of Guangxi; the key is to attract investment while maintaining the traditional advantages, the elements of advantage which are not obvious should be turn into practical advantage as soon as possible. The proposals are increasing the level of openness and promoting investment facilitation; focusing on strengthening the training of personnel but also appropriate to introducing domestic and foreign talents; accelerating infrastructure construction and information technology; creating a favorable investment service environment, developing of rational policies and improving administrative efficiency to attract investment, improving laws and regulations. |
