Research On The Quality Variation Before And After Cultivated Land Consolidation In Northern Fujian

Cultivated land consolidation, an important way to supply arable land, not only will increase the area of cultivated land, and improve the quality of cultivated land, but also plays a positive role in promoting the realization of the requisition-compensation balance of cultivated land. This study took the cultivated land consolidation project from2011to2012of Jian’ou, Fujian as the research object. Delphi method and chromatography analysis method were used to select indexes and calculate the weight of each index; ARCGIS software was to draw the values of evaluation factors before and after the project and calculate the scores of the evaluation units in the project area. Thereafter, the different gradations of the land quality were divided by the scores obtained to get the quality changes before and after cultivated land consolidation. The results show that the qualities of cultivated land in Jian’ou changed dramatically before and after consolidated. Before consolidation, the area of first-class arable land (the highest class) was very limited. There was only181.86hectares covering12.56%of the total area in the cultivated land consolidation project. This first-class land was mainly distributed along Jianxi River and Songxi River in Jian’ou. Relatively, the area of second-class and third-class was quite large. They were respectively accounted for35.42%and36.98%of the total area, amounting to72.40%of the total project area. These second-class and third-class arable lands were mainly distributed in the river basin, assuming north and south trend, east and west trend. The area of fourth-class arable land covered165.35hectares, accounting for11.42%of the total project area, and was primarily distributed in the surrounding hilly mountain area. The area of fifth-class arable land, comparatively the smallest area in the project, covered52.42hectares accounting for3.62%of the total. This fifth-class arable land, like the fourth land, was mainly distributed in remote areas. After consolidation, the quality of cultivated land was improved obviously. The area of first-class land increased to331.52hectares, which was almost doubled. Although after consolidated the law of first-class land distribution was roughly the same as before, the distribution was more concentrated. And also the rate of second-class land increased significantly to32.27%after consolidated, covering678.38hectares. The distribution of second-class land was less concentrated than that of first-class land. However, the area of third-class land slightly reduced to471.60hectares, and was dispersed in different area, mostly in the high hilly and low mountain area in southwest, and the coasts alone the Jianxi River and the Songxi River, around the first-class arable land. Meanwhile, the poor cultivated lands of this area, the fourth-class land and the fifth-class land, reduced significantly. The fourth-class land accounted for7.35%of the total area. Moreover, the fifth-class land only accounted for1.44%of the total. These two class lands were quite scattered, broken and mainly distributed in the northwest. Data show that the average unit output of project cultivated land is11.01tons per hectare, and the total output of15969.57tons before consolidation. While after consolidation, the average unit output is up to11.64tons per hectare, and the total output of18924.01tons is increased by2954.44tons.By contrasting and analyzing the indexes of the quality of cultivated land before and after consolidation, we found that each evaluation index has been improved in various degrees. Among the improvement, those of the effective soil layer thickness of cultivated land, terrain slope and the degree of land segmentation shows most obviously. After consolidation, the effective soil layer thickness of cultivated land was increased significantly; terrain slope was decreased obviously; and the field became neater. The improvement of road accessibility, probability of irrigation and the surface soil texture took the second place. While the change of organic matter content is relatively small. Because of the deep tillage, land leveling, irrigation and drainage system, the implementation of the road system and other projects of the cultivated land consolidation engineering, the restrictive factors affecting the quality of cultivated land have been largely improved, thus it improved the quality of cultivated land in project area. Influenced by terrain conditions, the project of cultivated land consolidation has different influence to the indexes in various landform areas. In hilly mountainous area, the project has greater influence on the effective soil layer thickness of cultivated land, organic matter content, the surface soil texture, terrain slope and the degree of land segmentation than that in the intermountain basin area. However, the influence on the probability of irrigation in hilly mountainous area is less obvious than that in intermountain basin area. After consolidation, the improvement of road accessibility is least impacted by terrain conditions.According to the quality and restricted factor changes of the cultivated land before and after consolidation, in order to further improve the quality of the cultivated land and the land consolidation work efficiency, the land need be planed and implemented scientifically and reasonably with the consideration of different geomorphology and other related practical situations in the future consolidation. In the process of consolidating, we should focus on improving the soil fertility, water conservancy and the construction of transportation infrastructure. At the same time we ought to put the practical terrain situations of the project into consideration, design suitable construction program, and take measures on soil fertilizer, farmland consolidation, building irrigation and drainage system, road system and so on.
