| Abstract:Comprehensive budget management plays a very important role in modern enterprise management. Comprehensive budget management is a tool for the rational allocation of resources, for the enterprise management control, and modern enterprise management cannot survive without the comprehensive budget management. Facing the challenge of competition and tremendous development opportunities in the same time, the insurance company need a management tool to enhance their management level. Comprehensive budget management as a set of effective and strict norms of internal management system, can help enterprises to grasp the information in time to seize market opportunities, improve enterprise management ability, enhances the risk resistance ability of the company, and eventually improve the comprehensive competitiveness of enterprises.This paper targets the comprehensive budget management for A property insurance company. I carried on the thorough investigation and analysis about the comprehensive budget management in the A property insurance company. A property insurance company has obtained some achievements through the implementation of comprehensive budget management. However, there are still some imperfect part, for example the relationship between the comprehensive budget management and enterprise strategic understanding, confusion about the budget preparation, analysis, evaluation of application, and the function of comprehensive budget management has failed to get into full play.
