Study On The Safety Of Investment And Operation Of The Pension Insurance Funds In China

As the aggravate that the phenomenon of population aging in our country, thepayment of pension insurance fund pressure increases gradually, so the ultimategoal of its value is particularly important. The pension fund’s investment operationis the important way to maintain and increment of pension fund in China in ourcountry, and the safe and effective of the investment operation, is relate to thesustainable development of pension insurance system in China. However, the riskof corruption, embezzlement, squeezing out, illegal investment and so on, areoccurring frequently in recent years, will be limit and restrict the safe ofpension insurance fund’s investment operation in our country.The purpose of this paper is to research the security problems of pensioninsurance fund’s investment operation of our country, and combining with thepresent situation of pension insurance fund’s investment operation, form theparticipant environment and process of the pension insurance fund’s investmentoperation, to analyze the safety of the pension insurance fund investment operation.This paper first to describe the related concepts and theories of endowmentinsurance fund investment operation and, then analysis about the present situationof investment operations, and form the participant environment and process of thepension insurance fund’s investment operation to find out the existing problems,such as the management organization overlap, the risk of legal, poor regulation, etc.And analysis the reason of this problems, such as legal system is imperfect,capital market is not mature, lack of independent regulatory agencies, etc. At thesame time introduces some typical national countries’ pension insurance fund’sinvestment operation, and make an objective evaluation, find out the experiences for our country. On this basis, the paper puts forward suggestions for the safety ofpension insurance fund’s investment operation, such as the unified managementparticipants, improve the management level, perfect the legal system and thecapital market, establish a risk assessment and early warning mechanism.
