With China’s telecom industry enter the4G era of the full-service provision, Telecom operators have accelerated the pace of resource integration to occupy the dominant position in the increasingly competitive market. Compared with China Unicom and Telecom operators, the fusion between China Mobile and China Tie tong is most difficult. It has hindered the pace of transformation of mobile business in some extent. At present, CTT still maintains an independent system, it has not yet fully realize the integration with China Mobile Corporation. The research object is the development strategy of CTT. This paper is helpful to promote the early realization of fusion between Mobile and CTT, also useful to provide references for the other operators.Based on coordination and strategic management literature on the basis of the value chain theory, this paper carries on comparative analysis of foreign telecom enterprises and China’s telecom industry and competitors. In recent years, CTT carries out a series of collaborative operations with China Mobile.CTT makes up for the short board of China mobile, especially in the field of engineering construction and network maintenance. The collaborative operations have become a powerful way of CTT to improve management and increase profits. With the help of PEST and SWOT analysis tools, the author analyzes the strategic environment of CTT, and concludes the following conclusion:under the background of the whole business operation, CTT should adopt focus strategy and make ready for achieve the goal of complete overall integration with China mobile in such aspects as ideological, institutional, financial, human resources. China mobile needs to clear CTT’s role as soon as possible, and to build reasonable sharing in the value chain in order to achieve mutual benefits.
