In china, the Small and Medium-sized Private Enterprises are very importantfor our development of the national economy for they had been the key parts of ournational economy. But they have more and more pressure in the macro—environmentof intellectual and integration economy. So how to drive the staff in small andmedium-sized private enterprises to create the best performance, so that to promotethe challenge and vitality, is the concern for the scholars and managers. Also it is thecentral content of HRM (human resource management), which is the core topic for thesustainable development of enterprises.From the County point of view, this article studies on the staff incentivemechanism of small and medium-sized private enterprises based on enterprises inTongbai County, Henan province. It tries to search a good incentive mechanism forthe small and medium-sized pirvate enterprises in Tongbai, and also wants to providesome reference suggestions on how to build and strengthen Staff IncentiveMechanism for other counties. This paper adopts methods as literature research,questionnaire inquiry and the combination of theory and practice. Its train is followingas proposing the basic questions, analyzing the problems, solving the problems. Thearticle first reviews the motivation theories and related basic concepts on the smalland medium private enterprises at home and aboard to make some basis for carryingout the Staff Incentive Mechanism. It also makes an in-depth analysis of the scope,characteristics and current situations of the small and medium private enterprises inTongbai County. With ERG theory as guide and by researching into50small andmedium private enterprises in Tongbai County through designing questionnaires, theauthor makes a scientific analysis of the present incentive situation of the small andmedium private enterprises in Tongbai County, raises some problems, and also makes analysis of the problems. Based on this he offers some countermeasures andsuggestions to strengthen and prefect the incentive mechanism for enterprises inTongbai, such as promoting the quality of the managers and studying modernmanagement concepts so as to pay more attention on incentives; through scientificsalary system, profit sharing incentive and humanized welfare to perfect the materialincentives; strengthening the Spiritual incentives with building fine corporate culture,setting up good Communication Mechanism and reasonably making some emotionencouragements; focus on the staff developments incentives through Trainingmotivation, designing reasonable career planning and Talent promotion; and soundperformance evaluation mechanism to make sure the healthy persistent and stabledevelopment of the Small and medium-sized private enterprises.On research and writing of this paper, it hopes to enrich the staff incentivestheory in small and medium-sized private enterprises, to strengthen the consciousnessof small and medium-sized private enterprises in Tongbai on staff incentives, tosupply some thinking for them to build staff incentives mechanism, to make somecogitation and reference for other counties to implement staff incentives.
