The Applications And Proposals Of Information System In Bayannao’er Land And Resources Law Enforcement Works

Land and resources law enforcement to monitor is statutory functions ofthe national， provincial， municipal and county multi-level land andresources management department， and it’s also an important component ofland and resources management. Construction of Land Management lawenforcement to monitor resource-related information systems promoted theillegal cases investigated， comprehensive statistics， major law cases filed，such as satellite images to monitor the supervision of law enforcement workto implement the system. Extensive application of information systems inland and resources law enforcement work effectively promoted themodernization of law enforcement work，technical and efficient，so that lawenforcement to monitor land resources raised to a new level. The initialestablishment of Bayannao’er law enforcement to monitor land resourcesinformation system start in2008， including land resources informationmanagement system and land， mineral Guardian piece inspection of lawenforcement information systems of the two systems. During these years，application of information systems in law enforcement to monitor landresources greatly increased the efficiency of daily operations; effectivelyimproved and optimized the enforcement process， further regulated the behavior of law enforcement personnel to monitor， so freed the staff fromthe heavy manual jobs， improved administrative efficiency and reduced theadministrative cost. However， in the actual use of law enforcement tomonitor Bayannao’er Land Resources Information Systems， many questionsappeared， which further updates and upgrades are needed.This paper mainly use methods of literature analysis， comparativeanalysis， application status questionnaires and others to evaluate the lawenforcement to monitor Bayannao’er Land Resources Information System，Bayannao’er land and resources in specific law enforcement and supervisionwork， to conduct a comprehensive analysis of the effectiveness of thesystem.In this study， we found that there are many problems in the process oflaw enforcement to monitor Bayannao’er Land Resources Information Systemapplication. In the actual process of using， poor data sharing system usinglow-level redundant construction and relatively decentralized multi lack ofdata standards and low levels of standard applications， built databaseintegration， the lack of utilization is low， the relevant technical personnel，staff mobility too high， research information system construction is laggingbehind. These problems limited the efficiency of the staff to some extent，which increased workload.In order to solve the problems above， firstly， we proposed to deal with the existed information systems platform with appropriate maintenance andupgrading for better work for current demands. Secondly， give the staff thatinvolved in the use of this system professional training for betterunderstanding of the system function and operation. Finally， build a newplatform for consolidated supervision of Land and Resources InformationSystem to make up for the shortcomings of the existing information systems，so that the management of land and resources can be used for moreinformation， technic。According to the statements discussed above, first of all, upgrading，perfecting and improving the original information system platform to matchthe present work is critical. Secondly, taking the professional training to therelevant staff who can use the system, being familiar with the operation ofsystem and using every functions in this system comprehensively can turelyserve for the supervision and law enforcement of the territorial resources.Finally, revising and redesigning the information system application in termsof the working happened during the supervision and law enforcement andsetting up a new supervising platform for the territorial resources becomeincreasingly significant to mend the deficiency of the present informationsystem. Overall, It aims to enhancing and perfecting the Bayannao’er city’sestablishment about the relevant information system in the period ofsupervision of territorial resources；furthermore, it does make the information system more normative and higher efficient. For changing the workforcemanagement model, improving the strength of law enforcement andenhancing the work efficiency, the supervision work of territorial resourcesbureau in this city should be transformed so that achieveing the informative,standardized and scientific goals.
