Study On Evaluation System About Intensively Utilizing Appraise Of Pilot Towns Land In Fuqing

As the pace of urbanization draws faster over the last decade, many places have experienced the problem caused by blind pursuit of urbanization rate, that is over-expansion of towns. Small town construction usually consumes a considerable size of land, and land use is more likely to be inefficient. In order to promote economic and social sustainable development, and encourage the conservation of land resource, one must strive to change the current situation by establishing systematic and efficient land use pattern. Due to the different characteristics of land use patterns seen in various places, evaluating land use status in specific areas and then implementing necessary measures accordingly is of positive significance.In the year2010,"Opinions of Fujian Provincial Government regarding the Implementation of Small Town Construction Reform Pilot Scheme" was issued. Following that, small towns in Fuqing started to witness fast expansion. It did help Fuqing to achieve certain infrastructural and economic developments. However, the expansion of the small town make it possible to use land inefficiently. Similar to many other places, Fuqing is in an urgent need to establish an appropriate system to systematically assess the land use in small town expansion and to standardize the utilization of land. With the study of the using of pilot small town in Fuqing,author design the intensively utilizing appraise of pilot towns land in fuqing,and has carried on the empirical research.This paper is divided into seven parts. The first part is the Introduction expounding the background and the significance of this research, the innovation of the research point, research content, and the methodology of research. The second part mainly illustrates the related concepts and theoretical basis of research; describes the correlation of this study conceptual and theoretical basis. The third part is the description of the general situation of the city Fuqing. The fourth part is the construction of evaluation system about intensively utilizing appraise of towns land in Fuqing, based on the theory of land intensive utilization, investigation and analysis current situation of Fuqing, combined with the influence factors of land intensive utilization. The evaluation system about intensively utilizing appraise of towns land in Fuqing is established by applying the analytic hierarchy process (ahp). The fifth part focuses on the empirical research of land use in three towns in Fuqing:Longtian Gaoshan and Yuxi, and compares the result with Land Utilization Evaluation Index. The evaluation result is in turn:moderate intensive, basic intensive, moderate intensive. The sisth part is to proposes to strengthen and implement the concept of intensive land use, intensive use of land evaluation of the scientific establishment use town planning and land use planning proposals, to provide reference for improving the level of small towns intensive use of land. The seventh part summarizes the conclusion of this study, and put forward the possibility of further deepening the land intensive utilization evaluation.
