With the advent of the era of the knowledge economy,Science and TechnologyProgress plays a more and more important role and has been a main driving force inthe process of economic development; At the same time, industries, with a highdegree of monopoly, high science and technology content and high humancapital,such as Scientific research industry, the financial sector and informationtransmission, computer services and software industry, become the highest wagelevels industry,instead of those Labor-intensive industries like Construction industry,mining industry; Science and technology as an important factor affecting thedistribution of income, attract More and more domestic and foreign research.This paper uses the latest industry panel data of China from2003to2012,Firstly,from two aspects of static and dynamic, analyzing the situation of industry incomedistribution in China,caculating and analyzing technical progress level of industriesusing the Global-Malmquist based on DEA method. Secondly,the paper analyzed themechanism of technological progress’s effect on industry income distribution,combined with the MINCER equation,conducted an empirical study of the effect oftechnological progress on industry income distribution through static panel dataanalysis method.The analysis results shows, the level of technological progress has asignificant effect in the distribution of industry income,and it has become the secondimportant factor that influence the industry income distribution,at the same time,wealso find that,Labor productivity and human capital have influence on the incomedistribution industry,but they are not the main reasons.By analyzing the monopoly andnon monopoly industries separately,the paper came to the conclusions, Technologicalprogress’s effects on the level of income in monopoly sector is slightly larger than innon monopoly sector,and its influences on the income gap in monopoly sector isslightly larger than in non monopoly sector, in monopoly industries,Human capitallevel plays a greater role in the income distribution, but Technological progress andhuman capital level does not fully explain the great income difference betweenthem,Industry monopoly, especially administrative monopoly, is still the main reasonto affect the unreasonable income distribution in china.
