Nowadays, when we talk about cities competitiveness, it is no longer confined to the large cities competitiveness. The related research on counties competitiveness has increased a lot. The phenomenon reveals that people begin to realize the impor-tance of the development of the counties. To Jiangsu province, the counties’devel-opment is also an extremely important part, which can directly reflect the economy and the infrastructure of the whole province. Thus, how to develop the counties’ economy means a lot to Jiangsu province. This paper makes an empirical research on the48counties of Jiangsu province by using an index system including seven domains’39indexes. From the result we can find Kunshan, Jiangyin, Changshu, Zhangjiagang, and Taicang perform well, while Guanyun, Guannan, Hongze, Xiangshui, Jinhu get low scores. After that, the paper classifies the48counties in3categories so as to find the similarity and difference between the counties’develop-ing modes. Finally, based on the analysis results, the paper puts forward a series of proposals in the future development of the counties. The paper is made up of five chapters:Chapter1is mainly used to lay the groundwork for the whole article. It introduces the background, the meaning, the logic and the method. Chapter2is a summary on the recent years’research on the city competitiveness both at home and abroad. Chapter3sets up the concrete as-sessment system and introduces the main mathematical techniques. Chapter4is the nuclear part.It applies the method introduced above into the Jiangsu48counties in-dexes data, and makes a detailed analysis on the model output. Chapter5focuses on putting forward advice and suggestions on the future development of the counties.
