A Study On The Dimensional Management Of Seafarers On Small Vessels In Xiamen Bay

China has witnessed great changes to its economic, political and social structures during the long process of administrative and economic reforms. The Third Plenary Session of the Eighteenth Central Committee of the CPC set an overall goal of improving and developing socialism with Chinese characteristics and pushing on with modernization of the country’s governing system and capabilities, which, from the perspective of administrative reform, requires the transformation of government functions, the innovation of government administration and the establishment of a law-based and service-oriented government. From the perspective of economic reform, the core solution is the proper relationship between the government and the market, leaving the market to play the decisive role in allocation of resources. The proper relationship between the government and the society is the key to the innovation of social governance, with social organizations playing a more important part, offering services and dealing with issues as authorized. As a consequence, the components of the socialist economy, including such objects of the administration of small vessels in Xiamen waters as seafarers and seafarer services, are expecting a full development. Therefore, as required by the administrative, economic and social management reforms, the seafarers department of Xiamen MSA is to create a better environment for the development of seafarers; and to adapt to the new trend, it is to establish a new mode of administration of seafarers on small vessels in Xiamen waters.With the multiple governance as its principle and the public management theory as its guide, this article intensively studies the new mode of management of seafarers on small vessels in Xiamen waters. First of all, this article analyzes the traditional way of administration of seafarers on small vessels in Xiamen waters and the problems the current administration mode has to face; and a solution of dimensional management and socialization of public management is proposed in this part. In the second part, the feasibility of dimensional management of seafarers on small vessels in Xiamen waters is discussed. Finally, taking the current and the future conditions of the city of Xiamen into consideration, this paper presents such factors as the participants of the management of seafarers on small vessels in Xiamen waters, the major fields of participation and the introduction of public management tools; and the vision of the dimensional management mode of seafarers on small vessels in Xiamen waters and its advantages are analyzed as well.
