The Establishment Of Environmental Liability Insurance System In Inner Mongolia

In recent years, the government, enterprises, resource managers and users pay attention to sustainable utilization of resources and regional ecological environment maintenance, with the development of the Inner Mongolia region economy developed from energy resources exploitation to comprehensive utilization.This article attempts to put forward a feasibility process to construct environmental liability insurance system in the Inner Mongolia, taking the characteristics of Inner Mongolia region economic structure into account. Emphasis on the responsibility of the participant definition, as well as the long-term role positioning of government, business, insurance companies, three agents in the building process of the environmental liability insurance system, then the system construction and form the basis of support. At the same time, considering in the regional environment responsibility risk awareness and security needs, the author suggest that in the process of actual implementation, adopt protection and disaster preparedness dual management system based on compulsory insurance, to ensure that the stability and sustainability of the environmental liability insurance system. Finally, the innovation of the products and guarantee requirements to insurance companies was proposed based on the regional economic and security requirements of enterprise behavior thinking, through ascension, which the activity of environmental liability insurance system will be increased by promoting insurable risk intergrading degree.Admittedly, the development of environmental liability insurance system in China is still in its infancy, for Inner Mongolia region seems more early. But the author thinks that "Right tool for the right job". This paper will provide a positive reference to the establishment of the environmental liability insurance system in the Inner Mongolia region by discussing environmental liability insurance theory, comparative development situation both at home and abroad and the basic mode and implementation characteristics of institutional implementation.
