This article chooses how to divide the hierarchies of agriculture, how to speed the agricultural economic growth, and how to improve the total factor productivity as research topics.The research strategy as follows:the object of this study is generalized agriculture of eighteen districts in Hainan province between1999to2012. It takes stratified management and benchmarking management as theoretical basis. From the perspective of geographical district stratification, this research uses hierarchical cluster and principal component analysis to study the division of district hierarchies. The total factor productivity is analyzed by DEA-Malmquist, SBM model and panel data to construct total benchmarking and regional stratified benchmarking. The research methods include literature analysis, empirical analysis, and comparative analysis.According to the research results, Hainan agriculture can be divided into three different regional hierarchies. TFP increases depending on the agricultural technology progress. And it can change in accordance with time and district. The year of2010is a turning point. There is no convergence between different districts. Agricultural technology progress happens with the loss of agricultural efficiency. Hainan can improve agricultural technology efficiency through utilizing and spreading its existing technology. Extensive economy has transformed to precision economy. Agricultural reclamation system enjoys better growth rate of TFP, technology progress, and technology efficiency, and its reform will have positive influence on eighteen districts’ statistical data. The total benchmarking could maximize or minimize the insufficient output. So this will easily cause cross-hierarchy management and cost inflation. The regional stratified benchmarking can eliminate total benchmarking’s negative impact to bring more agricultural economic growth.
