Studies Of Risk And Risk Control In China’s High-speed Rail Development

High-speed rail which is fast, large volume, high punctuality, comfort and convenience, can promote the adjustment of industrial structure, promote economic diversification,and provide a new platform for cultural exchange among the local community. However, high-speed rail operations also rise safety, environmental and social risks with the loss gradually. As a fast-growing emerging industries, the current risk control on high-speed rail study has not yet been systematic.To fill this gap, the risk control theorty should be putted in high-speed railway traffic safety theoretical system.In this paper, risks and risk control theory is the study of high-speed rail risk control as an entry point for high-speed rail technology risk of social harm caused and the root causes of the analysis, that the high-speed rail development risks of its roots, including technical complexity, multi-stakeholder conflicts and high-speed rail development in which the special political economic and social development of the background leading to increased risk of high-speed rail an important factor. Based on this article focuses on the high-speed train running behind risk and potentially more far-reaching social risks, specifically including the high-speed rail safety risks, environmental risks and social risks in three areas.For our high-speed rail risk control mainly from the technical risk control, safety management system, coordinated multi-stakeholder conflicts, strengthen social systems built several aspects. In improving the relevant management systems, standards, laws and regulations in the process of risk management, continue to strengthen coordination of interests, management system building on China’s high-speed rail through the implementation of a comprehensive social risk control in order to reduce the technical complexity of the adverse effects. Risk is one of the intrinsic properties of Science and Technology, the risk of developing high-speed rail can not be completely eliminated, and our high-speed rail development is at the initial stage of high-speed rail world, not because of the presence of risk events, and negate the value of high-speed rail development brings. Only through our community’s common efforts on high-speed rail exists an objective understanding of risk, and take effective measures to control the risk, and thus the development of high-speed rail will reduce the probability of risk occurrence, thus contributing to the development of China’s high-speed rail technology better and faster, but also for our society provide better services for the world’s high-speed rail development to provide better technology.
