Research On Current Regional Industry Transfer Problems Of China

The rapid economic development in our country has made remarkableachievements in recent years. But the regional economic development imbalance alsoappearing and expanding gradually. Three big economic zone’s economicdevelopment，eastern, central and western，is gradually widening, which is theobjective conditions of economic development. However the gap will causeimbalance of regional development, ultimately affect the healthy growth of theeconomy. In this situation, industry area transfer is not only important, but alsofeasible.The importance of industrial transfer reflected in the economic development ofeastern, central and west regions: eastern economic zone enjoys convenienttransportation and complete infrastructure, good industrial base and marketenvironment. These all make the eastern the most attractive place for foreign industrytransfer. The new coming industries inevitably compete with the original ones forresources, causing scarce resources and increasing costs. Thus the original industriesneed to be transferred since they may not have region advantages any more. It can notonly provide a broader space, but also can make its glow vitality.For the central and western regions, they own abundant resources which producelow economic benefits, which is a huge waste. Compared with eastern area, centraland western regions have unreasonable industrial structure. its industrial structure canbe optimized to upgrade through the investment promotion and capital introduction,which also make full use of idle resources in the Midwest. In terms of feasibility,transfer catalogue was proposed in2012, providing guidance to regional industrytransfer.The paper based on the economic gradient, aims at redistrict the east, central, andwest economic zone, dividing the31provinces and cities into five economic gradient(high, middle and high, medium, low and medium, low gradient area), and categorizing for each gradient. Within each province, location quotient is used toanalyze the advantage and disadvantage industry; gradient coefficient is used to rankthe advantage and disadvantage industry in the specific area, and to decide the orderof the introducing industries.Finally, transfer according to the principle of the low gradient industry of highgradient area matching high gradient industry of low gradient area. And give policysuggestions from the macro and the local government aspects at the same time.
