Logistics park is an innovated product which come up with the development of thelogistics industry which has been transformed and upgraded in a certain period, it is acollection of logistics nodes which are composed of various transportation means, it is also ageographical spatial layout of the site that variety of logistics facilities and different types oflogistics enterprises or organizations distribute in. As an important part of the logisticsindustry, logistics park can promote the circulation of commodities, reduce logistics costand improve logistics efficiency, so as to promote the development of economy. China’slogistics park development time is short, but the development speed is fast. The surveyreport of third National Logistics Park (base), which is published by China Federation ofLogistics and Purchasing(CFLP) and Professional committee of logistics park shows: in2012, the number of logistics parks in China has exceeded seven hundred, the numberincreases by39.6%compared to that in2010. Specifically speaking,348logistics parkshave operated and the number accounts for46%of all; more than240logistics parks are inthe construction which accounts for32%of all;165logistics parks are still in plan and thenumber occupies22%.The data shows that built-up logistics parks have been put intooperation, but quite a number of them exist problems about development such as fuzzystrategic positioning, unreasonable operation management, low profit level and lack ofeffective mode of development.This paper takes the logistics park and development mode as the main research object,the symbiosis theory as the main theoretical basis, defines the connotation andcharacteristics of logistics park symbiotic system, determined the logistics park symbioticsystem boundary. By analyzing the elements and four forming conditions of the logisticsparks symbiotic system, further elaborated the whole logistics park symbiotic system. Thenanalyzed the logistics park symbiotic model from two aspects of the degree of organizationand behavior, combined with the actual, putted forward five kinds of development from theperspective of symbiotic mode of Logistics Park. And takes four Logistics Park of theYangtze River Delta region of Zhejiang Transfar logistics park, logistics center of Suzhou,Wellong port international iron and steel logistics park and Chinese first logisticspark-Shenzhen Pinghu logistics park as the example, comparison analysis of the differentdevelopment model of logistics park. The development mode of logistics park is still needed to verify the suitable for the development of logistics park, therefore theeffectiveness evaluation on the development mode of logistics park is needed. By buildinglogistics park development model system, using the Delphi method to determine theevaluation indicators and analysis based on selected indicators, and ultimately establishedthe evaluation index system of logistics park development model. After comparing the mainevaluation methods analysis, and ultimately determine the fuzzy comprehensive evaluationmethod for the evaluation of the mode of development of logistics parks. Based on orderrelation analysis method to get the weights of the various indicators, carry on the fuzzycalculation, finally get the quantitative evaluation result. Finally, takes The Wellong portinternational iron and steel logistics park as the example, empirical analysis of thedevelopment mode and effectiveness evaluation, and finally put forward the developmentmode of recommendations for improvement.
