Theoretical Research On National Economic Evaluation For Rural Passenger Station Projects

Along with China’s rapid economic development, people’s living standards havegradually improved, the gap between urban and rural areas has also gradually reduced, andrural people’s travel demand has increased a lot. The establishment of rural passenger stationcould meet the rural people’s needs of "Going out and Seeing world ", it also could promotethe development of rural economy and strengthen urban-rural communication. Ruralpassenger station refers to the passenger station which established in the rural area and theundeveloped area, it served the rural people. The purpose of establishment is to balanceurban and rural development, to make our passenger transport market becoming a passengertransport net gathering points, line and surface, to facilitate people’s travel and develop therural economy, to optimize the structure of city and countryside.China needs to build numbers of rural passenger stations and a large volume of funds,but the development is still in a slow period. The rural passenger station is a publictransportation infrastructure, it has a low direct benefit and a long payback period. Accordingto the feasibility research and the financial evaluation, the profit is low. At first, this papermake an analysis about the necessity of the development of rural passenger station, and thenational economic evaluation method of the rural passenger station. Secondly, on the basisof cost-benefit theory, identified the direct benefit, direct cost, indirect benefit, indirectcost. In addition, The quantitative index were calculated, the indexes difficult to quantifiedwere qualitative description. Thirdly, the paper discussed the economic parameters ofnational economic evaluation in detail. Finally, this paper made the cost adjustment and thestudy on the index of the national economic evaluation. In order to insure the nationaleconomic evaluation is reasonable and balanced the low financial economic evaluation. Atlast, this paper described the method through the example of JiangZhang passenger station.
