To set up a county bank is a basic mean to solve many difficult situations in developing therural economy.Those difficult situations refer to the rural financial system developmentaldelayed,financial short supply and inadequate competition in the industry, the financingdifficult for the small and medium-sized enterprise.It also take both the the important task ofexploring rural business profit growth and the financial responsibility to supportthe"agriculture, rural areas and farmers".But it exists a number of problems which has a veryshort time for operating and inadequate development as a new form organization。Financialrisk has increasingly become the important problems which the county bank have toface,and the major risk is brought by the loan-businesses which the county bank lived onespecially with the wide rage of county bank pilot rolling out and the increasing financialinnovation promoting.And this made it more risky because that the main customers aresmall-medium-sized enterprises and local farmers.This research is based on a small-medium business customers’ credit of local bank named“A”.According to the loan cases provided by the institute of the creditors’right managementof this bank,and applies the principal component analysis and logistic regression analysis tofind the main factors that affect the bank to lending money to the small-medium-sizedenterprises.The empirical results reveals that the six factors,including solid,the loanamount,capital amount,total debt,the age of the enterprise and the rate,are significant andmainly influence weather the small-medium business will loan delinquently or not.Then putforward some credit operating suggestions to improve the quality of the credit loans andprevent the happening of bad loans by standing on the point of the credit administrator.
