Industrial transfer is an important economic phenomenon in recent process of worldeconomy. Depending on Foreign Direct Investment,the international industrial transfer hascome to climaxes several times. Within China, reforming and opening bring limitlessopportunities for the development.Owing to foreign direct investment,the East achieved theeconomic growth. At the same time,its factor costs were constantly rising and the industrialenvironment began to shrink. According to these, a new movement of regional industrialtransfer began from the East to the Middle and the West.Undertaking industrial transfer is a booster to accelerate the regional development. It’salso an important way for the area taking the technology R&D spillover. There are more andmore attentions on resources and advanced technology, which are acquiring from the regionalindustrial transfer, so that the economic affects of undertaking area is well reflecting thecontribution that industrial transfer make on the development of undertaking area.Based on the econometric model and input-output method, the article analyzes theinfluences of the technology spillover effect of the regional industrial transfer in theinter-industry on total factor productivity. It also uses the input-output method to estimate thetotal beneficiaries’ effect and the inter-industry beneficiaries’ effect and analyzes the resultsfrom both the horizontal and the vertical aspects by using the input-output table of GansuProvince of2007. The results indicate that firstly, the regional industrial transfer and theinter-industry technology spillover are both improving the total factor productivity, and themost obvious of it is the machinery manufacturing industry. Secondly, the total beneficiaries’effect of the industry presents an ascending trend which is judging from the timingcharacteristics. Thirdly, the inter-industry beneficiaries effect continuous changes but it is stillcertain stability.
