Study Of The Evaluating System Of Mining Rights Setting Plan Building And Its Application

China is one of the countres which has the most abundant mineral resources andthe most kinds of minerals over the world,in which the opportunity to develop andutilize is exist with a lot of problems.So it is necessary to focus on the overall macromineral resources planning and the micro mineral rights management.Mining rightssetting plan is the important part of mining industry setting plan,which is to properlyplan the existing and potentia mines and utilize the mineral resourcesefficiently.Nowadays,the mining setting plan work has made a new progress and hasbeen put into effect throughout the country.However,there is still lack of a lot of workexperience and there exists a lot of difficulties because the plan was begun late,whichurges a mature planning and evaluating system to induct the mining rights plan work.Base on the analysis of these key factors affecting the development of the miningindustry,the main content and setting requirements of mining rights setting pan, AHP,fuzzy comprehensive analysis method,from the investor point of view and theperspective of mineral resource management,this paper has established a set of miningrights pan evaluation system, and applied it into mining rights setting pan work,which ispossible to optimize the design of mining rights. The main results of the paper are:Firstly,it analyzed the difficulties and problems encountered in the work andprocess of mining rights setting pan,which was the background to analyse the currentresearch over the world.Secondly,base on the analysis of these researches over the world,the investor pointof view and the perspective of mineral resource management indicator system wassummarized and established,in which every key decision factor was individuallyanalyzed how the factor influenced the pan.Thirdly,by analysis of the application ofthe principle of the fuzzy comprehensiveanalysis and analytic hierarchy process,combined with their own advantages anddisadvantages,this paper selected the fuzzy hierarchy comprehensive analysis(FAHP)which is base on the triangular fuzzy function and the mining rights setting andevaluating system was established on it.At last,this paper appled the mining rights setting and evaluating system into themining rights setting pan and acquired the index heavy weight of each factor in thedecision-making,which could optimize the design through the system and obtain the final set of mining rights pan rationally and effectively, reached a reasonable andeffective pan settings and evaluation results.
