Centralized treasury receipt and payment system, also known as treasury singleaccount system, is to keep the financial fund in treasury single account, and pay theend provider of commodity, labor or engineering through the system. It’s anadministration system for centralized receipt and payment of the financial fund, and akind of treasury management system that best corresponds to the socialist marketeconomy, at present, many countries around the globe adopted this operation mode forfinancial fund, it terminated the delayed and scattering receiving status of fiscalrevenues, changed the disordered situation of financial expenditure, improved thecirculation speed and efficiency in the use of fiscal funds and enhanced itstransparency in the process of collection, allocation and use.
