Research On The Development And Countermeasure Of Scientific And Technological Association At Quanzhou

A scientific and technological association is a public organization incorporatedvoluntarily by scientific workers from a same discipline or field for the purpose toexchange views and to raise their own academic levels.For quite some time, the organization system, operational mechanism, patternsof activities and internal administration, etc., have made much negative impact uponthe roles and development of the scientific and technological bodies. Since theEighteen National Congress of the Party, many local authorities have released a seriesof relevant policies to give support to the growth of scientific and technologicalassociations. Under such circumstances, it is exceptionally important to research andprobe into the management system of public bodies that is in conformity with thegrowing rule of them, their operational mechanism and patterns of motion to pushforward the theoretical and systematic innovations in the construction of publicbodies.Taking the scientific and technological associations at Quanzhou as the samples,through consulting lots of data, having interviewed a great number of people andholding informal conferences, in this paper the author has reviewed and summarizedthe development process and current situation of these associations, and analyzed theexisting problems in their process of development, and at the same time to have themgeneralized into external and internal dilemmas. As to the external dilemma, itincludes lack of democratic awareness, change of motive forces of the developmentof associations, imperfection of law system and un-smoothness of managementsystem, etc. And as to the internal dilemma, it includes mainly the absence ofvoluntariness, weakness of credibility, lack of service consciousness resulting in theshortage of attraction, cohesion and inadequacy of profit-seeking capabilities.Based on the analysis mentioned above, this paper has put forwardcorresponding strategies and suggestions: so far as the state is concerned, firstly, itshall formulate and promulgate the interrelated laws to improve the legal environmentfor the development of science and technology associations as soon as possible; secondly, it shall reconstruct and relocate the science and technology associations,especially straighten up their relationship with the nation; thirdly, it shall formulaterelevant financial and economic policies favorable toward the development of scienceand technology associations; fourthly, it shall establish the systems on the transferringof government functions and purchases of services; and finally it shall cultivatedemocratic ideas and improve the relevant social environment; from the criterion ofQuanzhou municipal government, it shall firstly establish and improve theregistration and management organizations of the science and technology associations;secondly, it shall reinforce the management and guidance on supervision andevaluation of the science and technology associations; thirdly, it shall issue effectivemeasures to support their development; from the aspect of the science and technologyassociations themselves, firstly they shall improve their internal governance system;secondly, they shall establish the sense of business and improve their operationcapabilities and thirdly they shall improve their activities patterns and enlarge theiroperation spaces.
