In recent years, transportation issues are always the social focus in China. Governmentalso puts their attentions on the ideas about intelligent transportation, green transportation,humanistic transportation, which indicated that transportation enter into a pivotal developingstage. Transportation researching enterprises are one of impeller for transportationdevelopment. The purpose for putting forward the problems of the implementation of humanresources incentive and the ideas, methods of redesign right now, is to seize the importantopportunities, improve the transportation researching enterprises’ reserve of talents and theirinnovation consciousness, strengthen R&D capability and the ability to solve practicalproblems, then make a contribution to the transportation development in China.The research method presented in this paper is following the process of basic theoryanalysis, current situation analysis and theory implement to solve practical problems. Throughthe description and analysis of human-resources incentives of transportation researchingenterprises’ research status at home and abroad, we pointed out Chinese transportationresearching enterprises’ human-resources incentive problems like not clean in thought,uncompleted system of incentives, no effective incentive mechanism, uncompleted in workanalysis and performance assess, and investment in human-resources incentives is notsufficient. The transportation researching enterprises’ human-resources incentives research indeveloped countries is thorough, they analysis this issues theory basis and particular work,summarize the core thought, which has done the groundwork for the following work. Then wecombined the present special situation of transportation researching enterprises’human-resources incentive structure and existing problems in China, analysis the problems ofhuman-resources exciting and point the reason. At last we take the content-incentive andprocess-incentive theory as a guide, combined the present special situation of transportationresearching enterprises’ human-resources incentives, established the design principles oftransportation researching enterprises’ human-resources incentive in China, then expound theincentive system design ideas and specific suggestions from the four core aspects ofremuneration incentives, culture incentives, organization and training incentives. In order tocarry out this work more easily we proposed to strengthen job analysis, performanceevaluation and safeguards for completing implementation of incentives.
