Study On The Ecological Audit In Jiangxi Province Based On The Theory Of Ecological Footprint

With the rapid development of technology, China still continues to move forward in theindustrialization and urbanization. At the same time, significant human impact on theenvironment caused many environmental issues such as global warming, resource depletion,fog haze, water pollution, and so on. Thus delineation ecological red line, assessing theecological carrying capacity and advocate moderate consumption are demand immediateattention. Promote the harmonious development of society, ecology and economy has alreadybeen widely recognized by the public. To this end, Jiangxi province put forward the ecologicalprotection strategy; the core concept is the construction of green ecological environment. Thedevelopment of Jiangxi province is not only an important role for promoting the rise of thecentral region, but also can explore the direction of the harmonious development of ecologyand economy.How to assess whether the developments of ecology and economy in the past aresustainable? How to prevent the economic development decision is at the expense of theenvironment? How to control and reduce the negative impact on the ecosystem during thedevelopment process? How to continue to improve the social, economic and ecologicalbenefits within the ecosystem? All of these questions are need to continue to explore by thegovernment and the public. Thus eco-audit emerged. Through a comprehensive andsystematic evaluation of ecological, economic and social development three dimensions,regional development problems can be identified and according to these problems somerecommendations can be given. In this way, the eco-audit can play a role in immune inachieve the objective of” prevention, control and supervision” in Jiangxi province and ishelpful for maintaining ecological balance, and promoting ecological civilization. Use amultidisciplinary approach to explore the implementation of eco-audit has theory significanceand audit for the ecological civilization; economic development and social development inJiangxi province will stimulate it to achieve the strategy.In this paper, use the theory of ecological footprint to audit the ecological, economic andsocial dimensions in Jiangxi province. The following workings and conclusions are the mainpoints in this paper.(1) In eco-development dimension, through calculate and analysis the ecologicalfootprint, ecological capacity and ecological deficit during year2003to2012, we found thatfirst the total ecological footprint increased year by year and growing rapidly; second, theecological carrying capacity is increased smoothly; third, the ecological deficit is seriouslyoverloaded, and the gap between supply and demand is gradually increasing. (2) In economic development dimension, we select the economic scale, economic growth;economic structure and economic quality for comprehensive evaluate the economicdevelopment conditions during the10years in Jiangxi province. The economic growth isfaster but its foundation is weak and the economic structure is unreasonable, quality has beenimproved but ecological footprint, and carbon footprints per unit of are dropped. There is apositive correlation between the economic scale, economic structure and ecological footprint.Therefore, to some extent the economic growth can slow down the increasing rate ofecological footprint.(3) In social development dimension, we made a comprehensive evaluation for the socialdevelopment condition in Jiangxi province from the population development, living standards,public welfare and social harmony four perspectives. The results of our analysis are rapidgrowth of population, the average life have reached a well-off standard of rich degree, publicwelfare construction need to be strengthen and social harmony reached in a higher degree. Inaddition, it is concluded that there is a positive correlation between the population growth,living standard and total ecological footprint, that is to say these are the reasons of why theecological footprint is increased significantly.(4) According to the problems appeared in the development of Jiangxi province, we willgive our audit recommendations from improve ecological carrying capacity, reduce theecological footprint and promoting ecological, economic and social harmony developmentthose perspectives. It need to improve the mechanism construction, delineation andimplement ecological red line, adjust the industrial structure, strengthen land management,put emphasize on technological innovation and advocate green consumption. Moreover, fromthe perspective of ecological audit the advice should also include strengthen the research ofecological audit system, rich the ecological audit theory, improved the indicators of ecologicalaudit method and thus the operability of ecological audit will be improved.
