The Research On Performance Evaluation Of Qinghai Ecological Livestock Husbandry Cooperative

Since the reform and opening up, with the pastoral population growth and theexpansion of the market economy activities range, Qinghai is facing an increasinglygrim situation of ecological environment, which directly threat the sustainabledevelopment of the "Chinese Water Tower" and the middle and lower reaches of theYangtze river. In this case, how to protect the environment effectively, acceleratepastoral areas’ economic development and continued promote pastoralists’ income,which made the economic and social development become a major challenge inQinghai pastoral areas. In2008, Qinghai provincial government based on the situationof Qinghai Province, combined with the strategy of "Establishing Province byEcological Way", in view of the special ecological status in Qinghai and the serioussituation of animal husbandry development in Qinghai pastoral areas, on the basis ofsummarizing the grassland ecological protection for years work experience, in2008,Qinghai pastoral firstly start ecological animal husbandry experimental work in ourcountry. Cooperatives as an effective carrier to promote the building of Qinghaiecological animal husbandry, in recent years it’s showing a booming trend, now,883purely pastoral villages of Qinghai have been set up ecological livestock cooperatives,and there are78semi-farming village set up cooperatives, accounting for58.35%ofthe total pastoral villages. In the next three years, Qinghai province to enhance therunning ability of cooperatives as the starting point and the foothold, consolidate theestablished outcomes of ecological animal husbandry cooperatives in883purepastoral village, start to establish the ecological livestock cooperatives insemi-farming、semi-livestock village and farming village, accelerate the developmentof cooperatives operating entities, enhancing the services and supervision,comprehensively improving the quality and level of development co-operation.Qinghai ecological livestock cooperatives promotion work carried out in fullswing, but co-operatives in what kind of performance level, whether to establish aclear system to evaluate the cooperatives performance level, whether to achieve thecoordination development of economy, society, environment and the organizationaloperations, so far the theorists has not yet make a system comprehensive analysis.Based on the guidance of Marxist cooperation economic thought, The articleconducted research on Qinghai ecological animal husbandry cooperative performancelevels, in order to achieve the coordination of the economic income benefits, thesocial impact benefits, environmental benefits and operational benefits，The article established a Qinghai ecological animal husbandry cooperatives level of performanceevaluation system which includes four two indicators and16three indicators，issuedthe expert assignment questionnaire to collect data, used AHP to determine the weightof each level index system， calculated on the each performance and overallperformance level of Qinghai Tibetan55ecological livestock cooperatives，explorethe factors that affect its each performance and overall performance level，Thentargeted put forward the policy recommendations of Qinghai ecological livestockcooperatives to increase income efficiency, social impact efficiency, environmentalbenefits and organizational operational efficiency.
