With the accelerated process of urbanization and growth of population, in theprocess of human take utilization land resources, contradictions between people andland-use of irrational structure lead to many problems, such as ecological andenvironmental. How to rationally utilize the limited land is an important issue forregional sustainable development. The paper studies the configuration and quantitycharacteristics of land utilization according to the problems of land-use. Taking theaim of economic and ecological benefits, according to land area, food demand,population size, policy control and other constraints in the structure of land-use,applies gray multi-objective linear programming and studies optimization ofland-use structure of Xining.(1) Based on changes in Xining City’s land-use data of2003-2008, analyses ofthe land-use problems, and summed up the structure and characteristics of land-use.(2) Taking the aim of maximum economic benefits, under the conditionswhether constraint the scale of cultivated land, taking the constraints from three levelsof food demand, population size and scale of cultivated land, and establishingmultiple constraints and objective function, applying gray multi-objective linearprogramming and getting a number of schemes, choosing the best solution; Whentake the aim of maximum ecological benefit, analysis green land rate aboutconstruction land and agricultural land and establish the objective function accordingto the green equivalent of types of land-use, taking of model to optimize land usestructure plan and getting scheme.(3) Based on the above two options, a set of optimal solutions obtained as a structural optimization of land-use in Xining City’s adjustment programs, Theprogram not only meets maximum economic benefits but also achieves ecologicalbenefit goals.Through the above analysis and model solution, the main conclusions are asfollows:(1) The land-use degree is not high enough in Xining, per capita share of grainis too small, low-out put efficiency and land-use intensification is not high enough. Tosolve this problem, the suburban farmland protection and use of scientific methods isan effective way to increase food production and intensive land-use.(2)Based on the target of maximum ecological benefit, that appropriateincreasing in woodland and garden area is inevitable, However, Xining City belongsto semi-arid continental plateau climate, it’s extremely fragile ecological environmentand mainly dominated by grassland, so that is necessary to implement the policy ofreturning farmland to pasture and forest.
