The21st century is the era of konwledge economy and competition among countries mainly lie in IPR (Intellectual Property Rights) in the process of technological innovation. Since2001, facing serious challenges and enormous international pressure due to China joined in WTO (World Trade Organization), fierce international competitions obviously include "system competition". China officially promulgated national intellectual property strategy in2008to perfect the intellectual property policy system. Therefore, it is necessary to dig into intellectual property policies and their impact.Although there is no seat of system in classical economics model, a growing number of scholars have recognized the effect of system on technological progress and economic growth. The researches on China’s IPR policies are mostly descriptive studies. It is difficult for them to deeply analyze intellectual property policy itself and its impact on technological innovation performance and economic development, and the key question is how to quantify policies and introduce them to econometric models.Based on the summary of previous studies about intellectual property policy, we introduce quantitative research method to research field of policies. First to establish the quantitative criteria of intellectual property policy through comprehensive survey of intellectual property policy content. And to quantify intellectual property policies from three aspects of policy efforts, policy objectives and policy measures, then establish econometric models to analyze the influences of intellectual property policies on technological innovation performance.Through the research on the evolution of China’s intellectual property policies and its influences on technological innovation performance, we found that:(1) As a whole, China’s IPR policies have been greatly developed. Over20years, China has gradually established a comprehensive policy system of intellectual property protection with international standards.(2) There are still defects in promulgation institutions of China’s intellectual property policy. The primary promulgation institutions are macroscopical branch and IPR offices. Most policies promulgated by these institutions are macro guidance and can not impact enterprises and the entire economy significantly.(3) The influences of various intellectual property policy objectives on technological innovation performance are different and they don’t achieve the desired effect. The main objective, that rights definition promotes technological innovation performance significantly, but infringement punishment limits technological innovation performance markedly.(4) There are many questions in the impact of intellectual property policy measures on technological innovation performances. The leading policy measure is administrative measure for a long time, and its impact is very small. While the finance and taxation measures that can really impact innovation performance directly do not get enough attention.Therefore, China’s intellectual property policies still need further improvement. It is necessary to maintain the legislative authority, master the strength of intellectual property protection, balance the various policy objectives, strengthen policy measures that can play a direct role in encouraging innovators, adjust the intensity of various policy measures and coordinate various policy measures to effectively stimulate technological innovation.
