Overloading transportation of laden operation vehicle is the long-standing chronic disease of the traffic industry in China, which has initiated a great deal of severe traffic accidents and severely damaged the roads. The Ministry of Transport is very concerned about the overload transportation problems. Governance over the past work, highway overrun detection station is the center of the work, ways to detect when the cargo commercial vehicles weighing station at the inspection station, if the situation overload found to take unload cargo inspection station, fines, road damage compensation until transferred to public security department seized vehicles and other means of punishment. The whole process of testing and enforcement information means no use. This way of working without any control measures, leading to rule over the course of their work can not achieve the desired effect.During the previous overload control work, the weighing station is the centre of the work. The freight vehicle will be weighed when it passes through the weighing station. If an overload condition is found, the weighing station will take punishment measures such as unloading cargo, financial penalties, compensation for road damage until delivering the vehicle to the public security department and holding it in custody. The entire weighing and enforcement process did not involve any informatization means. Such operation mode did not take any monitoring measure so that the overload control process was unable to achieve the desired result.Firstly, the overload network project adopts the informatization means at the weighing station level to fully automate the weighing and process, reduce the human intervention and ensure the fairness and justness of the weighing result. Secondly, the overload control data centers are established at provincial and ministry levels. The weighing station uploads the data to the provincial data centre while the weighing station is weighing and law enforcement, and then the provincial level data centre uploads the data to the national data centre synchronistically. After the data concentration, the illegal alteration to data made by the check station is avoided and these data are utilized in the meantime to generate various reports and statistical analysis results and provide data support for the highway management department.Based on the above construction objectives, the whole overload control system is divided into three subsystems: data exchange subsystem, data processing subsystem and reporting subsystem. The system uses JAVA language development, the use of SSH as a development framework, backend data storage using Oracle RAC.
