With the development of the Internet, mobile terminals and mobile communication technology, video communications technology has been widely used, which has greatly promoted China’s industrial. At the same time, the transmission ratio of video in the network is increasing, which needs more network bandwidth. The application and popularization of 3G network makes it possible to display real-time video based on mobile terminals. But compared to a wired network,3G network has smaller bandwidth, larger delay and more violent delay jitter. So, real-time video transmission based on 3G network has become one of the hot technology at home and abroad in the field of mobile communication network.Based on the study of video encoding, transmission and display technology, an online real-time video surveillance system for electrical equipment is proposed to offer better user experience. The content of this paper includes the following aspects:First, research 3G network communication technology, H.264, real-time video transmission technology and mainstream mobile terminal video development platform, which are foundation of future work.Second. research key technologies of video encoding, transmission and display. Propose a set of programs to improve the quality of real-time video transmission, which include:H.264 video coding strategy based on the 3G network environment, packaging strategy of NALU, rate control optimization strategy and end-to-end congestion control strategy. Considering the limitation of mobile terminal processing performance, classification rate control strategy based on cache management is proposed to reduce the requirements of processing performance of the mobile terminals. For small 3G network bandwidth and obvious jitter, end-to-end congestion control strategy is used to improve the efficiency of 3G bandwidth. Realize optimization of all aspects under 3G network to improve service quality of video transmission.Third, according to the requirement of remote monitoring of electrical equipment, a mobile video surveillance system for electrical equipment based on 3G network is proposed, including the overall framework of the system, the design of video capture terminal, server, display terminal and network interactive modules. At last, the systerm is implemented using Linphone and the tesing results verify the correctness and effectiveness of the proposed solution.
