With regard to the concept of propaganda, the academic community has always held a different view.Therefore, the specific scope of the propaganda policy can not be defined.This paper will promote the policy as the sum of the news policy, the publication policy and the broadcasting policy.Here,we regard the propaganda policy as the sum of the news policy, the publication policy and the broadcasting policy. So, the propaganda policy of the Communist Party of China in 1949 is composed of the news policy, the publication policy and the broadcasting policy. In 1949, with the advance of the People’s Liberation War, the Kuomintang army retreated to Taiwan after the defeat.The people’s journalism, publishing and broadcasting,led by the Communist Party of China, won a complete victory. In the process of becoming the ruling party, the Central Committee of the Communist Party of China has formulated various propaganda policies to deal with the journalism,publishing and broadcasting of the whole country. These propaganda policies lead to the development of the national news, publishing and broadcasting.And at the same time,in the practice of the implementation of these policies, the Communist Party of China has accumulated valuable experience in management which laid the foundation for the development of journalism, publishing and broadcasting since 1949.In addition to the introduction, the thesis is divided into three parts.The first chapter is the first part.This part is the summary of China’s journalism,publishing and broadcasting from the eve of the victory of the Anti Japanese War to the founding of the People’s Republic of China.This is a detailed description of the development trend of the journalism, publishing, broadcasting under the leadership of the Kuomintang and the Communist Party of China.This has formed the background of the research.The second chapter to the fourth chapter is the second part, this part is the detailed analysis of the news policy, the publication policy and the broadcasting policy in 1949.In the second chapter, the news policy,the publication policy and the broadcasting policy of the Communist Party of China in 1949 are divided into three parts according to the time line.This section contains measures of the Communist Party of China on the implementation of Chinese and foreign newspapers and periodicals in early 1949. It also contains the policies of improving news coverage and transforming the private journalism before and after the founding of the People’s Republic of China.The third chapter divides the publication policy of the Communist Party of China in 1949 into two parts.Firstly, it is a discussion on the reform policy of the old publishing industry which includes the takeover and reconstruction of the publishing organizations and the private publishing industry with the background of the Kuomintang. Secondly, it discusses the management policy of the people’s publishing industry. In order to reproduce the broadcasting policy of the Communist Party of China in 1949,the fourth chapter starts from the same point of view,and consists of two parts:the reform policies in the new liberated cities,and the management policy of the People’s broadcasting industry. The above three chapters are based on the contents of the propaganda policy issued by the Central Committee of the Communist Party of China and other organizations of the Communist Party of China in 1949.This part is connected with the in-depth analysis of the actual situation of the news, publishing and broadcasting industry,it combines the historical longitudinal analysis of the propaganda policy made by the Communist Party of China and the social cross section analysis. All of the content is to think about the relationship between these propaganda policies the market, the media, etc.The fifth chapter is the last part of the thesis, which is to explore the role of the propaganda policy in the process of history in 1949.The first thing is to sort out the overall relationship between the news, publishing, broadcasting, and the propaganda policy in 1949. Secondly,it draws a conclusion about the collective estimation and history orientation for the propaganda policy of the Communist Party of China in 1949,which concludes the starting point and the end result of the propaganda policy formulated by the Communist Party of China in this year,the gains and losses of these propaganda policies in the specific implementation process, the role it played at that time, its historical influence,etc.The propaganda policy of the Communist Party of China in 1949 is mainly about the takeover and reconstruction.And it is the Communist Party of China’s macro control of the news, publishing and broadcasting in 1949.The propaganda policy of the Communist Party of China in 1949 represents the fundamental interests of the people and reflects the political and economic ideas of the Communist Party of China in this period.These propaganda policies not only regulate the development of news, publishing and broadcasting in this period, but also guide the development process and trend of the news, publishing and broadcasting after 1949.
