The HFGWR (High Frequency Ground Wave Radar) system can effectively be used to detect and track the low altitude flying targets and surface targets simultaneously. The Radar system has long detection range, wide coverage, excellent anti-stealth and anti-radiation performances, as well as less operation and maintenance cost.For the development of the marine environment stereoscopic monitoring system, the top of this paper carries out the research on target detection technique for the HFGWR system with mini antenna array, which is concentrated on implementation of target detection and estimation for target parameters.Having been analyzed that the HFGWR system with mini antenna array makes the antenna beam-width wider, the antenna directivity bad, the antenna gain much lower, the received target echo signal energy reduce greatly and the clutter area covered by antenna beam larger, which causes lower SCR(Signal-to-Clutter Ratio) of the received echo signal. For the ship target detection of the HFGWR system mini antenna array, the optimizing process based on the echo signal with the characteristics of low SCR is discussed here. The method about the three-dimensional joint CFAR (Constant False Alarm Rates), which is applied to target detection simultaneously in range, Doppler and beam fields after PD (Peak-Detection) is presented. And, the method of the multi-channel two-dimensional CFAR through Doppler filters, which is also called the method of MTD (Moving Target Detection), is adopted in this paper. The algorithm for target parameter estimation is given based on the results of target detection, and then the target tracks are formed by the condensation algorithm of target centroid and the track correlation algorithm. The simulation study on MUSIC (Multiple signal Classification) super-resolution algorithm is discussed because of azimuth resolution in the system with mini antenna array. When the high-resolution algorithm is used to estimate the target direction, the beam field information is adopted to reduce the search range to improve the efficiency of the DOA (Direction of Arrival) estimation of target signal.At last, the software design in the engineering application of target detection algorithms for the HFGWR system with mini antenna array is discussed. The algorithms are realized by the C++ language programming; further more, the analysis on the performance of target parameter estimation algorithm by observation data are conducted, the root mean square error in range and azimuth of the statistical data are 604.868 meters and 1.343 degrees. Therefore, the results of statistical error prove that the schemes have practical engineering application value.
