With the comprehensive development of the technology of monitoring, the pattern of video surveillance is changing constantly. The changes from first analog monitoring to analog and digital monitoring expand the application of security products and promoted the development of the security industry greatly. It is the second development of video surveillance technology from the semi analog and digital mode to the full digital, network model development based on the IP network camera. Although the monitoring mode of video surveillance is more and more advanced, it is still not intelligent. In recent years, the intelligent video surveillance is mentioned by more and more people. This is a new direction in the field of computer vision, especially with the hot development of embedded technology, it is possible to design an intelligent monitoring system with a certain level of intelligence and small size.This design based on embedded intelligent video surveillance system use S3C2440 processor of ARM9 architecture of ARM company as the core in the hardware, and the hardware system is composed of memory chips, JTAG, Ethernet, serial ports, and camer as the peripheral equipment auxiliary; transplanted the bootloader, Linux operation system, constructed the root file system and established the cross compiler environment in the software system for the development board, so that the Linux system can run on the development board. In order to realize the intelligent video surveillance, transplantated OpenCV library which can realize the image processing and computer vision of many common algorithms in the transplanted system, introduced the current technology of motion detection algorithms at the same time, and compared the advantages and disadvantages of each algorithm, proposed the motion detection algorithm which will be used in this text. By the combination of the OpenCV library and the motion detection algorithm with the data processing capabilities of CPU to achieve the purpose of intelligent monitoring in the application. Finally, for the local video data can be accessed in the remote and to set the related parameters, the client/server (C/S) model is established by using the socket to realize the data interaction and designed the interactive GUI interface of client by using Qt Create.Finally, the test results show that this system can detect the moving target in same simple circumstance when test the system actually, realized the intelligent video surveillance and reached the expected goals basically.
