With the expansion policy, there are more and more students in universities. Besides, with the guidance of the Communist Party of China, our economy has soared rapidly in recent years. Thus more and more college students show a great enthusiasm on joining the Party. Traditional Party affairs are managed by manual operation or manual recording. Not only does it cause a lot of mistakes, but its data cannot be shared, supervised and analyzed as well. Because the weak points existed in traditional operation, the conventional operation process should be reformed urgently. So the Party affair management system powered by information technology rises in response.The design model in this paper was determined by software engineering process. Firstly, it introduces not only the research status in domestic and overseas, but the developing background and main technology as well. Secondly, having carried on the demand analysis and feasibility according to the survey of the exposing weak points existing in the current Party affairs management, we preliminarily recognized and modeled its requirement of affairs and function, and also designed both overall architecture and security architecture. Thirdly, we did a detailed design on the management system, analyzed and designed the data table used in the management system and its connection relationship. In addition, we also take the security and authorization of data table into consideration. Moreover, We did the UML modeling of the affair process, and carried out a further research on the function and process of this management. Last but not least, after we described the implementation of this management system and tested some functions, we achieved the intended expectation basically, meeting the requirement of the management system. Managers can use this system to standardize their work processes, enhance their efficiency of daily works. Another benefit of this system is the enhancement of data transparency, for it can achieve the purpose of information sharing.In the background development of this system, we use the programming language of Java, and use the HTML CSS and JavaScript as its front page development language. We chose B/S as the system architecture. We used the Tomcat provided by Apache community for web server, MyEclipse from Genetic as the development tools, MySQL for the database, and Windows for the operating system. The testing results turned out that our system can meet the daily requirement of Party affairs management and provide a great convenience for many managers of Party affairs.
