With the rapid development of the global economy, the payment system in the modern economy has become more and more prominent. The security and efficiency of the system greatly affect the financial stability, economic development and social stability. As China national advanced payment system generation 2 puts into operation, business departments and operational departments need to manage a lot of systems. Due to the lack of a unified monitoring platform, the business personnel cannot see the system sequence and operation. It is not convenient to maintain the system without timely positioning abnormal condition. Under this background, PMCS (Payment Monitor & Control System) has emerged. PMCS is responsible for online real-time monitoring of payment system. It strengthens the supervision and management to ensure the payment system safe and stable.Firstly, the paper summarizes the background of the project and the current situation of the clearing system in the world. According to the existing problems, proposes several strategies to develop Payment Monitor & Control System. Secondly, the paper describes the related technologies in the system. The system includes two parts, background system and client system. The author is responsible for the back system, which is UNIX C program. The background system mainly contains PMCS_C and PMTC_S.PMCS_C is deployed in the business database server, which collects data from business system and send data to PMCS_S.PMCS_S is deployed in PMCS server, it communicates through MQ middleware with PMCS_C to processes the data. The public modules have start process, node manager, send and receive message, timing module. PMCS C has received module and data collection. PMCS S includes data-processing module. The client is the JAVA program, which is not the important part in the paper. But it is also the component of the monitoring system. System manager can efficiently view the business data in client without the complex background commands. This paper simply introduces the needs of the client, and showing the main interfaces.In the end, the paper selects the typical cases to test the system in the test environment. The experimental results are consistent with expected, In addition, the client correctly shows the amount of business, payment system operation condition, payment risk and abnormal data.
