Majority of provinces and cities in our country have achieved basic expressway construction, which includes the considerable scales of development of systems and technology in Network Tolling, Road Monitoring and information linkage. Till now, Sichuan has accomplished the period of expressway informational construction marked by Network Tolling, and will achieve national network operations of electronic oll collection system(ETC) in the near future. Under the circumstances of the rapid growth of expressway industry, as well as the continuous integration and promotion of information technology with traditional transportation industry. The unit-price and total amount of expressway toll fee will increase, which will obviously lead to the behavior of seeking illegal profits. Therefore, toll fee audit and evasion combat have become the necessary means of reducing toll fee lost. Besides, at recent stage, expressway toll fee audit of our province mainly relies on manual implementation, which lacks scientific and effective ways of thinking.In order to solve the problems above, an idea of an intelligent expressway toll audit management platform, which aimed at the management status and development requirement of expressway operations combining with new data analysis techniques, was promoted. In brief, it’s a method adopting data analysis, data mining and other means, to identify illegal toll evasion behavior and insufficiencies of section units’ operation management. The research content of this paper consists of four main parts: theory research, data mining applications, requirements analysis and design implementation, in which the data mining applications part combined real situation of the audit business system design with implementation, and summarized the means of illegal toll evasion, analyzed its manifestation of data, sought its screening modes and patterns. And in order to meet the vision of intelligent system, plenty of algorithms in SQL server data mining technology were used to execute data analysis and modeling, including decision trees, neural networks, clustering, association rules, etc. After the research of data characteristics and algorithms, decision tree algorithm was chosen as data mining embedded module of the system. And the design implementation part of the system is based on the Microsoft platform:.NET MVC for frame design, B/S model, C# programming, ASP.NET or the browser, ADO.NET for the data connection, SQL Server for database, and Web Service for system connection.The thesis combined the design and development of information management system with industrial actual business process, to filtrate goal data out of the massive data produced in expressway operation and real-time analysis by system, achieving rapid, multidimensional retrieval and analysis, real-time analysis and pushing process of important or abnormal data, as well as business process(information, orders, system privileges management) modeling. To interpret, analysis and deal with the audit data of the whole expressway business, aiming at studying the intelligent applications of software system data, which effectively promotes the informatization and intelligence of expressway networked audit business, and shows high economic significance.
