With the popularity of VoIP technology and the development of mobile networks and smart mobile devices recently, mobile VoIP services based on intelligent operating system are concerned by many carrieroperators and companies. Compared with traditional VoIP services, mobile VoIP hosts more complex multimedia services with the support of intelligent mobile terminals. On the other hand, with the development of the Internet, IP-based call center is used gradually in the companies. The modern call center not only supports voice telephony, but also provide multimedia communications including audio and video. Morover it not only supports traditional telephone terminal, but also be capable of supporting voice, SMS and other interactive manner from the Internet. However, the biggest problem of the call center is that when calling the call center for service of complicated procedures, the users have to listen to a lengthy voice to get the correct service. Therefore, it is meaningful to develop a mobile calling system which can call the call center and supply the visible menu for users to choose.This paper designed and implemented a mobile phone QQ C2B call system based on VoIP technology. So-called "C2B call" refers that the users use the mobile QQ to call the call center for service. During a call, users can not only hear a tone, but also see the visual operational interface. The system combines VoIP technology and the Android application development technology, using a variety of network communication protocols collaboration; supports SILK codec; develops QQ-SIP gateway through which QQ client can communicate with call center across the different network; uses Tencent self-development framework MSF and SSO unified interface, which not only improve the programming efficiency, but also increase security applications and provide mobile users a consistent user experience; designed a beautiful man-machine interface.This paper fistly carries on the demand analysis to the C2B call system. Then, it divides the system into three parts including mobile QQ client software, QQ server software, QQ-SIP gateway server software. After that, these three parts is designed and implemented. Finally, the paper achieves function test and performance test for the system. The test results show that the system performs excellent in page load and response time and other aspects of the test. The system can help develop other Android call systems based on VoIP.
