The Design And Implementation Of Justice Legal Aid Management System For Shandong

With the improvement of people’s living standards, people’s legal awareness has gradually increased. Shandong Province is a populous province, thus how to help people obtain effective legal protection has become the obligatory duty of governments; therefore, different ways and means to implement legal aid the community are endless. As a government departments, Shandong Province Department of Justice has many main responsibilities and a lot of daily business, moreover, Shandong Province is a big province with a vast territory and a large population, thus for the ordinary people of Shandong, not every directly asking for help will get a satisfactory answer. This paper is written for the current situation, hoping that by the design and development of legal aid management system, the work efficiency and management level of legal aid can be improved to provide effective judicial legal aid for ordinary people, handle difficult problem for the poor people in Shandong, and effectively solve problems for ordinary people.Considering current popular develop technology and the situation of legal assistance management, the technical architecture of the system was developed by using MVC framework. MVC framework was divided into three modes which can not only facilitate the developer sharing out the work and cooperating with one another to improve development efficiency, but also enhance the maintainability and extensibility of the program. MVC mode used the Control layer to separate the Model layer and the View layer, to reduce the coupling between them. It’s like the company’s various departments having clear division of labor, and efficiently completing the same goal with coordination work. Oracle 10g database was used as the database management system of the management system.The legal aid management system of Department of Justice achieved six function modules, including organization and personnel management, case management, financial management, statistical inquiry, consultation and complaint management, and system management. Organization and personnel management included functions of business management for legal aid agency, business management for legal aid workstation, business management for law firm, business management for legal services, business management for social law aid organization, business management for other social organizations, business management for volunteer information, and business management for duty management. Case management business included business of case registration and handling, and checking business case list. Statistical inquiry business was the function module of statistics of different type of cases, including case statistics, consulting statistics, resource statistics, statistics configuration, client statistics, report statistics, legal aid workstation information reporting, agency information reporting and other functions. Consultation and complaint management business included consulting information entry and complaint information management. System management business included system configuration and user management.The operation of the system can improve the speed of information management. Department of Justice’s information was orderly stored and integrated, efficiently and accurately diversified displaying information and storing information in a short period of time. This system optimized the management of Department of Justice of Shandong Province; manual operation was simple, thus largely avoiding errors due to manual mistakes. We divided authority for information management to avoid the disclosure of information, thus avoiding illegal use of criminals. This system assisted Department of Justice of Shandong Province for administrative management and transaction processing, and implemented technicalization, digitization and paperless office of legal aid information of Department of Justice, thereby reducing a lot of expenses, easing the labor intensity of staff, accelerating information exchange speed, effectively implementing of the policy support of the government and improving policy adaptability, only simple system maintenance and adjustment can gain greater social and economic benefits with less investment.
