With the continuous development of the Internet and information technology, in order to create a more transparent procurement environment and improve the effectiveness of government procurement, electronic government procurement has become the main trends. As a special kind of purchase mode, it gets widespread concern in both academia and the business community in recent years. It is a combination of an online procurement Web technology and traditional auction technology. The reverse auction of government procurement is a B2B e-government model, it can maximize stimulate competition between suppliers in the proper range, and it makes government reduce procurement costs on the basis of quality assurance, delivery and feedback. It can create a more equitable and fair procurement environment and improve the construction of the electronic government procurement. Thus, it is very necessary to research and develop an electronic reverse auction system.Firstly, this thesis introduces the conception and the current researches of electronic government procurement and electronic reverse auction in the domestic and foreign. Then it put emphasis on the current researches of multi-attribute reverse auction. Secondly, it introduces the related theory of the electronic government procurement and electronic reverse auction, and it analyzed the Single attribute reverse auction that implied some defects and irrationalities. Then it discusses the strategy and the basis of evaluation, and designs three kinds of reverse auction strategies. In these strategies, the multi-attribute reverse auction model can effectively make up the shortage for the general reverse auction process which is a single attribute. And the multi-attribute reverse auction can make supplier competed in price attribute and in other attributes such as quality, delivery date, praise rate and other attributes. Then based on the analysis of the related principle and the mathematical model of multiple attribute, it designs the multiple attribute model of electronic reverse auction. Then according to the demand analysis, it designed the whole system. Then it analyzes the functions of the system, and it designs the process of electronic reverse auction which is suitable for the Shaanxi provincial government procurement. Finally, it builds an electronic reverse auction purchasing platform based on Web.Through theoretical and practical research, the results show that the electronic reverse auction procurement can save procurement funds whether you choose which one. In addition, this thesis not only provides reverse auction strategies, but also considers the price factor. In order to improve it, we should provide a multi-attribute reverse auction strategy, because this strategy examines the multi-attribute selected suppliers to the combined value of the optimal. In order to meet the needs of the procurement, savings and procurement funding better in line with the procurement center to select the vendor’s standard. By testing the system, we know that the system can meet the Shaanxi provincial government procurement in electronic reverse auction procurement needs.
