With the rapid development of mobile Internet technology in recent years, and the widespread popularity of smart mobile phone, tablet computer and smart mobile devices, mobile communication data presents explosive growth. Mobile multimedia service is one of the fastest growing services. In order to carry multimedia traffic in the existing wireless networks, and guarantee the quality of service (QoS) parameters of real-time multimedia service such as delay, bandwidth, packet loss rate and so on, it also needs to be researched from the aspects of compression encoding, resource allocation, network transmission, application scenarios and so on.In this paper, from the hot research areas of wireless video transmission technology, we choose resources allocation and transmission platform construction to research. The real-time priority resource allocation algorithm of Device-to-Device (D2D) in Long Term Evolution Advanced (LTE-A) networks is proposed. Also, we build a real-time video transmission platform in wireless fidelity (Wi-Fi) network. The main contents of this paper are as follows:First, in the hybrid LTE-A D2D networks, the uplink resource allocation algorithm for real-time multimedia traffic assignment is studied. This part mainly considers three factors:using single carrier frequency division multiple access technology, modulation and coding restrictions in communication terminal and the problem of resource allocation for real-time multimedia traffic priority. This paper puts forward a scheduling method for video traffic priority and a greedy search resource allocation algorithm. The idea of the algorithm is to gradually optimize the resource allocation to achieve better system performance by greedy search. Finally, through the system performance simulation, the proposed algorithm not only guarantees the system throughput performance, but also guarantees the priority of real-time business.Second, video transmission platform is built in the Wireless Fidelity (Wi-Fi) network environment. The platform is based on Android and Java multimedia framework, implementation of video capture, video recording, picture taking etc. First, we introduce the function and technology frame of video transmission in detail. The function of the platform is divided into various functional modules. Then, analyze the core technology of Android and Java multimedia framework in detail. Finally, in the Wireless Local Area Networks (WLAN) environment, this platform can work well. At the same time, video transmission delay, jitter, packet loss rate and other QoS parameters are tested through the Wireshark software to prove reliability and stability of the video transmission platform.
