In order to strengthen the informatization construction of Chinese public security education and training, improve the effectiveness of education and training, Ministry of public security of the party proposed on promoting the opinions and demands of the informatization construction of public security rank, further strengthen the application of information technology means in the public security actual combat training. And improve public security police training information, the level of combat, promote the use of the force of police enforcement process standardization, legalization, better serve the protection of front-line combat, decided to development and application of information system of police actual combat training. This system is aimed at the face of the current severe domestic security situation, and more involved in terrorism related violent incident, and comprehensively improve the efficiency of law enforcement, police training in our country and economic effectiveness. Based on the above background, this paper use the target recognition and tracking technology and streaming media technology to realize the man-machine interactive police combat simulation training system. This paper briefly introduces the system hardware and software, focuses on the analysis of improvement under the dynamic background of target recognition and tracking algorithm in the digital image processing technology is applied to the man-machine interactive training system, and to clarify the other main techniques in the realization of the system.According to the demand of the system, the system hardware specifications, and according to the function realization, complete the following two aspects. The first is point target detection for shooting training, in complex background, through the camera, point target detection, to achieve point discrimination. The following is the shooting results, determine the shooting area. This combination of different kinds of system of video case case using static or moving target detection in dynamic background. Motion background compensation is realized by using the global motion parameter estimation, and the detection of moving object in dynamic background is realized. For moving target tracking, this paper proposes the use of Kalman filter tracking algorithm, and on this basis, the use of CamShift automatic tracking algorithm to achieve moving target tracking. First of all, the use of Kalman filter algorithm in the position of the frame of the moving object in the next frame is predicted by an iterative manner. Then the Camshift algorithm realize precise tracking, combined with dynamic object recognition results, division of the region of human target.At last, the hardware and software platform of the training simulation system is introduced. The efficiency of main algorithm in the system is verified.
