Chinese Civil Air Defense or otherwise, the People’s Air Defense, refers to the measures and actions taken to mobilize or organize people to guard against air strike from enemies or eliminate the consequences of air raid according to the actual needs of national defense. Throughout the recent classic examples of war in the world, they invariably followed the pattern as such:acquiring the data of the enemies’ vital defended targets in early detection, then carrying out attacks with great efficiency and accuracy, thus to realize the strategy and tactics of "one vital strike gives fatal blow". The location of Shandong Province has predetermined its vital role in the defense system to make safe the Capital and secure Beijing and Tianjin. The national Air Defense Command Database construction in China, however, started rather late. Currently the database system is not as applicable as appropriate:the system data of each service are not desirably interconnected or compatible to ensure mutual support.This paper firstly elaborates the necessity to carry out multiple-data association support study, if the target of providing powerful data support for decision-making in air defense command is to be realized; via this way, a complete system can be formed and the databases can be integrated as a whole to give efficient data support for the policy planning of commanders, the deployment and adjustment of the specialized teams in civil air defense. To this end, a set of defense command software supported by civil air defense data shall be developed pursuant to the standard specifications and technological regime of the civil air defense data construction according to practical command decision requirement in civil air defense, thus to realize real-time query and statistic calculation of defense target data and defensive power data as well as organic association and mutual support of both with the geographic information system to improve the security function of the data for command decision-making in civil air defense, give full wing to the overall support capacity of the system and improve the command efficiency in civil air defense in a real sense.Then this paper gives a detailed introduction of the nine main functions of the system, including data query stats of the specialized teams, data query of critical targets, weaponry data presentation of foreign troops, fuzzy inquiry, graphic plotting, chart gallery interactive query, relevant data query, common tools and systems maintenance; in addition, some technological innovations or improvements are also introduced in this paper, such as isomerous multi-database integrated development technique, construction of ontology repository and RDF data intelligent retrieval, the multi-source data based search engine SeQE, seamless integration technique for multiple-source massive graphic data and all-in-one rear projection monotechnics and so forth.Finally, the paper points out that the new system realizes the functions of complex multilayer tree table print, chart gallery two-way query and multiple-weapon comparative presentation between enemy and ourselves. Based on the relational database, ontology repository is realized in this design, and the keyword semantic retrieval algorithm of radius-based graph ontology repository is also realized in the study; in addition, by this study, the two-phase keyword retrieval algorithm for relational database is realized, a distributed multi-source data search engine SeQE is designed, the multi-source graphic data application environment is constructed, and an integrated management for multiple-source massive graphic data is realized, thus improving the application efficiency of spatial data. Finally, with the help of multi-screen splicing technology, the multi-screen transport data touchpad control of the command center is achieved.
