LTE (Long Term Evolution) technology is the mainstream direction of development of mobile communication system in the future. With more and more pre-research functions applied to the commercial market by operators, the overall commercial applications of LTE system are approaching. Compared to the 3G network, LTE system with flattening structure faces heavy tasks of building base stations and maintaining the relations of neighborhood, because of the expanding of base station conception, as well as increasing services provided by operators to meet market demand. To solve this problem, and relieve the work intensity of staffs for network planning and optimization, and reduce operating costs, automatic neighbor relation (ANR) technology comes into being. In 3GPP protocol, ANR has become the requirement contents of LTE system standard. And it also means that the next generation mobile networks can be automatically configured, optimized and maintained.Based on the analysis of traditional neighborhood configuration, this paper deeply introduces the ANR function of LTE system in 3GPP protocol. According to the characteristics of LTE system and the deficiencies in traditional neighborhood configuration, the six algorithm module is proposed to realize ANR function of LTE system. In the fifth chapter, each module in ANR function was tested according to the main business process in ANR. The results show that the handover success rate and drop rate indicators of the designed ANR function are able to achieve commercial standards that 3 GPP protocol requires.
